Foster-care cuts put strain on parents trying to help, By Dianna M. Náñez, August 4, 2009, Arizona Republic: “Photos of the 20 children who Alicia and Doug Mumford have cared for since they became foster parents four years ago hang on the living room wall of the family’s home. Shown in one photo is 12-year-old Miley, who had trouble trusting anyone, couldn’t make friends and suffered from eating disorders. Within two years, she had good friends at school and had shown promise in her art class. In another photo is a 9-year-old son who was prone to violent outbursts.
