Malloy outlined his plan to take on a bail system that dates from medieval England. The Democratic governor is proposing an end to bail for low-risk defendants charged with low-level crimes. In cases where bond is set as a condition of release, Malloy is calling for a new system that would permit defendants to sidestep bail bondsmen and put up a cash deposit directly with the court in order to secure their freedom…”
