As they struggled to balance the state’s budget, the state Legislature and Gov. Arnold Schwarzenegger cut $178 million from the program, which provides low-cost health insurance to more than 900,000 children, mostly in low- and middle-income families. Those cuts left the program with about half the state funding officials said it would need to be fully funded…”
