New federal child care rules, meant to help families, could also harm them, says Oregon audit, By Amy Wang, January 5, 2014, The Oregonian: “As Oregon works to meet new federal rules meant to expand access to child care and improve its educational quality, the Oregon Secretary of State’s office and others are raising concerns that the families who most need stable and affordable child care could lose it as a result of those same rules.
